What is national?  What is international?  (Inter means between," "among," "in the midst of," "mutually," "reciprocally,""together," "during" ( intercept; interest, interchange, intercontinental, interact, interactive, intercept, interface, interfere, interlude, internal, interrelated);  on this model, used in the formation of compound words ( intercom; interdepartmental ).
